says i have form 1040a line 15,21,28,36,39,46,all blank all i have is a ssa 1099

If SSA 1099 is the only income you have, you really don't have to file. Your entire return and its lines will be zero, that is why you are receiving an electronic error. If for some reason you must file, you would have to print and mail your return at this point, since all your income is zeros... and SS benefits do not really count.
