WHY IS TURBOTAX ADDING AN RMD PENALTY TO MY MINNESOTA STATE PENSION THAT DOES NOT HAVE AN RMD REQUIREMENT?

Monthly payments received from your pension are considered RMDs.

In TurboTax, answer that the whole amount received is RMD and that you have satisfied all RMD requirements.
