No, State taxes are not deducted from your Federal refund.  

When you go to review the order it combines the two numbers, but the federal return is not being used to pay off your state return.  You cannot do this because the IRS and state tax departments each maintain their own, separate tax collection systems (https://ttlc.intuit.com/questions/2402584-can-i-pay-my-state-taxes-from-my-federal-refund).
