Short version (For my daughter);
Is this an issue with TurboTax or have I missed something?

Unfortunately, this is a case where the D-2210 thinks she was a resident in 2024, and there is no way to go back and just correct it. The only way to resolve this now is to Delete the District of Columbia return, add it again, and be sure that you indicate your daughter was not a resident in 2024. I will forward for review, but the DC re-do is quick and easy.
OK, I fixed this but now things are still messy or wrong (and I will post this as a separate question).
When I finished and went through the first time, TurtboTax was showing that she would get a $2,666 refund from Virginia beacuse she was taxed there but resident in DC... and that she owed around $2,400 to DC instead.
After I re-did the DC form, it now says that the refund was still coming (same amount) from Virginia, but that she only owes $13 to DC! How can this be?
It sounds like TurboTax is applying a credit for taxes paid to Virginia to the DC return instead of DC income under reciprocity. If you go back through the DC section, look for the Summary of Taxes Paid to Other States and make sure you have zero. @eli104
