I started to receive a pension from the UK last year. I understand this is taxable and needs to be reported using a 1099-R. However, the UK government taxed me on the amount, and I have paid this.
How do I claim a deduction for the tax I have paid to the UK government? I don't see how to do this on the 1099-R so that I do not get taxed by both governments.

You can claim a foreign tax credit or deduction for UK tax. The foreign tax credit generally works better but you can try it both ways.
