You received an email that we cannot see that tells you why your tax return was rejected.
Some rejected returns can be fixed and re-filed. Some have “un-fixable” reasons for the rejection and have to be mailed instead. What is the rejection code or rejection message?
If it was rejected for AGI—-be aware that many 2019 returns took so long for the IRS to process that your 2019 AGI might not be in the IRS system. Try using zero instead.
If filing with zero is rejected then file again but select the option that you did not file last year. The IRS does not see that question and it will allow you to e-file with no AGI question.
Or—-if you filed as a “non-filer” just to get the stimulus check on a 2019 return, try using $1 as the AGI.

If that does not work and you still cannot e-file, then print, sign, and mail your tax return.
I have correctly entered my AGI and verified it as well with my 2019 print out from Turbotax Deluxe.
How is it possible to have this rejected? And if IRS entered the amounts incorrectly how will mailing change my refund? Lastly you saying I am OUT 50.00 dollars filing fees after buying Turbotax Deluxe every year????
I want my 50.00 back if I have to mail in my forms.....
When did you file 2019? If it was late in the year or you mailed it, try putting in 0 (zero) for the AGI. And see, https://ttlc.intuit.com/community/rejections/help/what-if-i-entered-the-correct-agi-and-i-m-still-ge...

If you can’t get it to efile you will have to print and mail it.

Be sure to attach copies of your W2s and any 1099s that have withholding on them. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.
For AGI Reject code 031

The problem is with the way TurboTax formats the AGI number. If you get the AGI number from the previous year's TurboTax return, it has to be right. If you go to the IRS website and download a transcript of the previous year's return, you will see that it is the same value. But if the AGI is 98,765 the IRS database formats that number as "$98,765.00", and TurboTax (at least on the Macintosh) formats it as "98,765." and will not let you add the $ or the 00. So even though the value is the same, the IRS sees it as a mismatch. TurboTax has had this problem for several years and has failed to fix it.
Is there anything one can do when the filing keeps getting rejected even though last year's AGI is correct?
Is a paper filing with a long wait for my refund all that one can do?

Try entering a 0 (zero) for the 2019 AGI and e-file again.
I have the same problem for 2020, with the AGI for 2019 not being accepted.
I verified that the number matches the AGI the IRS has for 2019 by downloading
my 2019 return as filed from the IRS.
Is this an IRS problem or a Turbo Tax problem?
If I have to print and mail taxes, that's about 100 pages to fill out and mail (Federal and State).

If that does not work and you still cannot e-file, then print, sign, and mail your tax return.
And....if in fact you need to mail it, you do not mail 100 pages. You print only the pages required for mail filing by choosing print to file by mail.
IRS spokeswoman told me you must enter 0.00. She was very specific all three zeroes are necessary. My problem is TT keeps changing the entry to one 0. I've tried the control D override with no luck
Susana Gutierrez, my rejection has being corrected

You can get free 2019 tax transcript from the IRS
https://www.irs.gov/individuals/get-transcript
If you filed late last year there is a good chance that the 2019 AGI never was entered into the e-file database. Try using 0 (zero) for the AGI.
If you filed an amended return use the AGI on the first filed tax return.
If it continues to reject then the AGI in the IRS database might be in error. Mail filing is the only option.
