Refunds of federal income taxes are not reported as income on a subsequent federal income tax return.

Thus a refund of your 2015 Federal Income tax is not reported on your 2016 Federal Income Tax

Can I find out what the penalty and interest is? Turbotax was supposed to pay my Federal Taxes from my State refund, but they did not and I received the entire refund?
