The AGI is under $160,000 for married filing jointly, and each one of the conditions is met by IRS standards, but it still doesn't show up for me when completing the Federal return portion or allow me to add.
Did you enter what you and your wife received into the TurboTax program?
Did you look at your 1040 line 30?
You say you have a "new" dependent on your 2021 Tax Year return, did you also lose a dependent you had on your 2020 tax year return?
How many dependents are you claiming (besides you and your wife) and how much did you and your wife already receive?
The payments and credit are based on this 2021 Tax Year return.
I have viewed line 30 of the 1040 form and it is blank.
We did not lose a dependent for 2020, just the addition of new dependent that was born in 2021.
Our payment total of $2,400 ($1,400 each) was entered in, and we only have 1 dependent that we are claiming.
Maybe go through the interview for the newborn in the "My Personal Info" section.
Is the child listed as a dependent or as not a dependent under STATUS?
check the answers.
Look to see if the child is eligible for the "Child Tax Credit" which would show on the 1040 where dependents are listed. If not, there is a question that is answered incorrectly.
Sometimes it gets confusing with the months at home when the child was born the tax year. For example, if the child was born August 1st, people are tempted to select 5 months at home, but any child born is considered as in the home for 12 months.
Please make sure 12 months is selected. (unless there are other circumstances)
The question can be confusing as to "Did the child pay for more than half his living expenses" make sure you have selected No.

Thank you. I checked in my info and under status it says dependent. I went through all the tabs again and have it set to living with us for the entire year and selected "no" for child paying for own expenses. The child tax credit does appear on the 1040 form for us.
I do not have the desktop version, but can look into it to have the rebate form.
You can view your return and should see the RRC on line 30 of the 1040 form. You can check the child tax credit on line 28.Since you are using the online version:
Under status it should be checked as Child Tax Credit not dependent.
I would delete the baby and re add her.
Be sure you said the new baby lived with you the WHOLE YEAR! Go back and check that under My Info.
If you had a child born in 2021- Add them under My Info. You need to answer 2 questions…..
Did your child live with you for the whole year? Answer YES even if they were born late in the year (even on Dec 31).
Then was at least half of child's expenses paid by CHILD? Usually is NO.
Oh you are asking about the Recovery rebate credit on line 30. Did you see the questions about it? Did you enter the right amount you already got? Should be 2,800 for married.

@VolvoGirl I went through the questions and entered the amount we already got for my husband and I. It doesn’t prompt questions asking about the baby for stimulus, only my husband and I. We did receive the rebate for the child tax credit when our baby was added as a new dependent, but unsure why the rebate recovery doesn’t apply when we meet all of the qualifications the IRS has set out for the qualifying dependent.
You have to enter 12 months for the question "how many months did the child live with you" for a child born in 2021.
