In Online TurboTax each state return is 39.99.   But I don't think you are understanding the rest of your fees correctly.  There is no combined fee for Federal and state.

In  Online Deluxe, the current fees are:

Federal return preparation 59.99
State return preparation 39.99   (39.99 x 2 if two states)

The option to pay those fees out of the Federal refund is yet another 39.99 service fee (44.99 for California filers.).  You can avoid that service fee by paying upfront with credit/debit card or a prepaid debit card you can buy in a store.
