Received fed refund but it is less than forecasted, after all the fees, by $8.28. where's my refund reported the same amt as turbotax. What is this additional fee for?

Most likely that small amount is sales tax charged by your state for the purchase of the software.

Yep ... state sales taxes is the most likely culprit.
