Received an email that my 2019 return was rejected which promptly rejected my state return what do I do

The email should tell you why your return was rejected. You must fix the reason for the rejection and then resubmit it. Wait until it is accepted or rejected. If accepted, you can then resubmit your state return.

I am mailing y fix to my federal; can I just go back into the same program and submit state or start over.

To reduce fraud, you can't efile a state return unless you efiled a federal return and it was accepted. You will have to print and mail your state return if you printed and mailed your federal return. You must print and mail them yourself. Some filers mistakenly think that TurboTax mails it for them.
