turbo tax will not let me efile state after efiling fed. It tells me that they must be filed together.

Fed taxes are not due until July this year, yet NJ taxes are due in April. Turbotax won't efile my NJ taxes before the fed. Please fix this.

Change your payment method for the federal taxes owed to pay with a check. Then you can e-file the federal and state tax returns.
To pay the federal taxes owed you can print out the payment voucher, Form 1040-V, and mail the voucher with a check on or before July 15, 2020.
Or you can pay the federal taxes owed on the IRS website using Direct Pay on or before July 15, 2020 - https://www.irs.gov/payments
Note that on the IRS website you can only enter a payment date 30 days out from the current date. So if you want to pay the taxes owed in July you will have to use the IRS website in June to make the payment.
The New Jersey return needs a copy of the Federal return.
You can file to extend the New Jersey return, or wait to see if the states follow the IRS and also extend their filing requirements.
To extend for New Jersey only, use Form NJ-630
