No additional action is needed by taxpayers who:
People who aren't typically required to file a tax return
Social Security and Railroad Retirement recipients who are not typically required to file a tax return need to take no action. The IRS will use the information on the Form SSA-1099 and Form RRB-1099 to generate Economic Impact Payments of $1,200 to these individuals even if they did not file tax returns in 2018 or 2019. Recipients will receive these payments as a direct deposit or by paper check, just as they would normally receive their benefits. Social Security Disability Insurance (SSDI) recipients are also part of this group who don't need to take action.
The IRS will be opening a web portal mid April that will allow you to let them know your bank account information if they don't have your direct deposit information and they haven't sent your payment.

i am trying to find out the answer to this same question. Nobody seems to know the answer. I filed my 2019 taxes i did not file 2018. I received a letter saying i need to verify my idenity beforw the irs can processed my return. I can not do that due to not being able to talk to anyone on the phone at irs during this time cause of coronavirus. So will i still get my stimulus check if my return is not processed.
I would also like to know, I received a letter saying I need to verify my identity and have been trying to call and still haven't been able to talk to anyone. I lost the letter. I tried verifying online and the only thing I have are student loans, no credit cards, no auto loans, or home loans and it tells me it can't verify me. I don't even understand why this is happening because I never had this problem before.
