Will Form 8516 (kiddie tax) reflect the changes Congress made with the SECURE act? Turbotax is NOT clear on this, only saying the form isn't available until Feb 5.

Yes. This is why the form will not be available until after February 5. Once the IRS finalizes the form with the changes, TurboTax will be able to make the changes needed.
