So here is the issue. It’s a software/coding issue with the TurboTax software. Form CF-COV is recognized by turbo tax as a STATE form. Even though CF-COV is a form used to file CITY tax returns. Therefore if you have paid City income taxes and it’s showing on your W-2, the tax software automatically recognizes this and assumes you need to complete a city return. The form for the CITY return (CF-COV) is not available yet and since TurboTax also sees this as a STATE form it is preventing users from filing STATE returns. There is NO workaround…

So basically the writers of the software developed it, most likely inadvertently, to hold your STATE return hostage until the CITY form is available.
The form is supposed to be available on 2/10/2022. I am being told I can e-file my state return after that date. Insanely annoying, anger inducing and frustrating…. I requested a refund from TT because I paid for this service and because the writers of the software don’t understand the difference and that this form is NOT NEEDED to file a state return. Our state returns are held in purgatory until 2/10… thank you TurboTax for being asinine about this.
I am having this same problem. I need Grand Rapids, and they have it online. I can't efile GR taxes anyway. How to I get past this?
Michigan is requiring this form if you are filing your taxes using a third party program (such as TurboTax) and you are allocating income because you are working from home. Something in the program has made it think that you need this form and you either need to remove whatever it is that is making the program believe you need to allocate your income or you need to wait until the form is available.

There is no work around because the TurboTax software can see you paid local income tax and therefore forces this upon you. Trust me I tried to remove the city form. THE SOFTWARE WON'T LET ME!
Is there an update to this matter since it is now 04/01/2022? Should I file for an extension in the State of Michigan?
