This is the first time I am getting a refund on state.  So maybe that is $40 charge

State has always been a separate charge in online Deluxe and above.  Currently state is $40 to prepare, whether you efile or print and mail.

ok. thank you, I just thought they would take it out automatically from the refund

Did you already pay for federal?  You can only have the fees deducted from a federal refund if it is big enough to cover all the fees + the Extra $40 Refund Processing Service charge (45 in California).  If you already paid for federal or filed federal it's too late to have state fee deducted.
