When a family member dies with no will or estate executor and there is no court appointed personal representative, can I still fill out their taxes?

Your question is more of a legal one but a personal representative is the party that files a decedent's final income tax return.

A personal representative of an estate is an executor, administrator, or anyone who is in charge of the decedent's property.
