What should I do if a account it made using my phone number that I did not make?

I received a text this morning for a log in code, only to find out some random person, judging by the name it looks like a bot made username made an account with my phone number. How do I fix this or should I be concerned?

The IRS website said it needs me to verify my return/identity & I can't do that without the letter they say they sent out bc I need the 14 digit number from the letter in order to verify it's me. I've never received a letter from the IRS. Help.
