What does "Transmit returns now" keep saying "We need to make one more check"?

I'm Using TurboTax Premium desktop for PC . It keeps taking me back to something it thinks is an error. My 401k contribution total was > $18500 (over the limit) (line 12b, elective deferrals) so I had to get it paid back out to me as a distribution, and so I have 1099-R. But Turbotax seems stuck on the value for 12b, and keeps sending me back there when I try to transmit my returns.

If you select the Transmit Returns Now button, and it doesn't seem to be working, the most likely source of the problem is “cookies,” little pieces of code that are sent to your browser so we can personalize your experience.
