Turbo tax will not let me complete until I fill box 20 but on my w2 it’s empty

To clarify, do you have local wages and tax reported in boxes 18 and 19?

18 and 19 boxes are empty as well. But as I am doing my turbo tax I will not let me finish e-filing until I put something in box 20 yet on my W2 that Box along with 18 and 19 are all blank

That does not sound right. 

Did you import the W-2? If yes, please delete it and enter it manually.

If there's an amount in box 19, you should know who you are paying tax to. Type the name of that city/county/school district in box 20.  An abbreviation will work.  Unless you need to file a local return, it doesn't matter what's in box 20.

Interestingly, the TT  "?" pop up says you can leave it blank.

Yes I know it says you could leav blank but it will not complete the filing  process until I fill in that blank I am just unsure what to put in box 20 so I could complete my taxes an like I said 18/19 are both blank also and it’s only from this one employer that it is asking

I would delete the W-2 and re-enter it manually.
