Turbo Tax is requiring that I change the Payer (State/Zip) because it doesn't match the state withholding taxes in 10a. How do I bypass this?

First do they match?  If the state withheld taxes in line 10 then box 10a should be the state that is the payer state.  If there was no state withholding then you don't need to put in a state in box 10a.

If there was state withholding and the states match then delete the form and re-enter all manually.
