What is not working? What are you trying to do? If you are trying to start a new return online, you cannot start a new return online. Online tax preparation for new 2019 returns is closed down permanently--as of October 15. If you paid for online software and did not use it to start your 2019 return you can contact customer support to get a download of desktop software for a full PC or Mac to prepare your return.
