I am trying to file State Tax before Federal especially since the delay to July 15. Maryland is giving refund and Federal is not where I owed. How can I do this???

You can't e-file your State return. You can only e-file your State using TurboTax if you also e-file your Federal return. Your Federal return must has been accepted to file just a State return. If you filed your Federal return with TurboTax, you can then file just a state returns. On the screen where it asks what returns you want to file, check Do not file Federal.
You can file your Federal return now with the State, when you go through the file the file section., choose to pay your Federal taxes owed by check. Then when you are ready to pay your Federal Taxes you can either pay by check, or go to the IRS websites to pay online.

https://www.irs.gov/payments/direct-pay
To pay by check. You will need the Federal payment voucher 1040-V to mail with your check.
