If you are using online TurboTax the fee is the same whether you e-file or mail it in an envelope. The fee is not for e-filing; it is for using the software.
If you used desktop software and you paid for state e-filing and were unable to e-file, contact customer support. Use the word "billing" - not refund.

Your state e-file was rejected because your federal e-file did not complete.
The federal e-file was rejected for a reason. You were provided a reason for the reject, or a rejection code. Mailing it to the IRS without fixing the problem will just delay any refund you are due even longer. So what was the reject reason or code for the federal return? (The rejection reason or code for the state return doesn't matter at this point in time.)
