If I am using a standard deduction, do I need to submit the schedule A with Form 1040?

No. If you are mailing your tax return and did not use itemized deductions you will not mail a schedule A to the IRS.
When you print your return for mail filing it will print with the forms and schedules required for you to send in.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Be aware that mailed returns are taking a VERY LONG time for the IRS to process.
