I'm sorry to hear that you have not received an expected refund, CA was to start issuing these refunds in August, but this could be ongoing over a period of time, as there were many taxpayers affected.

 The following link to the CA Franchise Tax Board newsroom provides three scenarios, and what, if anything, needs to be done by taxpayers who received unemployment in 2020. https://www.ftb.ca.gov/about-ftb/newsroom/2020-tax-return-changes/unemployment-and-2020-tax-returns.... 

If you reported unemployment income, had Federal AGI less than $40,201(single) or $50,401(married filing joint) and DID NOT claim Cal EITC, you will need to follow the instructions listed under scenario three. An amended return is not required. For taxpayers who do not meet these criteria, nothing needs to be done.
