In the PA step-by-step it never prompted me for the estimated taxes I paid. When I went to the form (PA40) view, I saw the correct amount in the correct place for the estimated taxes I paid.
How did TT know this amount? Did it query the state information?

No, TurboTax doesn't get any information from the state until after you submit your return for e-file.
If you enter your state estimated payments in your Federal return, it will carry to your state.
Also, if you used TurboTax to generate your estimated payments last year, and you rolled your return over from last year, the estimated payments will carry forward too, unless you delete or correct them.
