If you bought a home using the credit in 2008, and then sold or otherwise moved out of the home for 2019, you were supposed to report that in the year you moved out. You owed immediate full repayment of the credit, or maybe some thing less depending on the circumstances. Since the year you moved out, you should have owed no further repayment, assuming you had filled out the paperwork correctly. For your 2019 tax return, if you indicate that you moved out in a previous year, TurboTax will not add the payment to your tax return, and this can cause rejection because the IRS is expecting a payment because you never told me you moved out.
