My tax return is showing form 8917 Tuition and Fees deduction is not ready at this time. I made business income in the 4th quarter and need to file before 1/31/2020.

Due to the very late extension of the law reinstating the tuition and fees deduction (December 20, 2020), the IRS hasn't yet released the 2019 version of this form.  As soon as they do, TurboTax will add it to the program.  

You can check on the expected date for all TurboTax forms at this link: IRS Forms Availability in TurboTax.

If the IRS doesn't release the form before the time that you must file your return, you have the option to file without this deduction and later amend the return to include it and claim any refund of taxes due to you.

The IRS released this form, officially, on 01-24-20!

This is when they will release the forms.. They have not released them as of Jan. 27th.  Im still waiting myself.

This is a problem every year, compounded this year by late law changes.  You should not count on being able to file by Jan 31, and should make an estimated payment by Jan. 15, to avoid the under payment penalty.
