Due to the very late extension of the law reinstating the tuition and fees deduction (December 20, 2020), the IRS hasn't yet released the 2019 version of this form. As soon as they do, TurboTax will add it to the program.
You can check on the expected date for all TurboTax forms at this link: IRS Forms Availability in TurboTax.
If the IRS doesn't release the form before the time that you must file your return, you have the option to file without this deduction and later amend the return to include it and claim any refund of taxes due to you.
The IRS released this form, officially, on 01-24-20!
This is a problem every year, compounded this year by late law changes. You should not count on being able to file by Jan 31, and should make an estimated payment by Jan. 15, to avoid the under payment penalty.
IRS has made 8917 form available: https://www.irs.gov/pub/irs-prior/f8917--2020.pdf. I am hoping it is added to turbo tax soon.

wondering the same thing! Is there a possibility for the form to be uploaded prior to 2/5/20 since the IRS has uploaded it, does anyone know? Or is turbo tax firm with their dates?
