My return is getting declined because it needs me to delete my Exhusbands name off my E-40 form. I have done this five times and it keeps coming back. How do i fix this?

If you are no longer married then you need to create a new online account with a new User ID.

Go to this TurboTax website for the online edition, select the edition, click on Start for Free and create a new account.  Do not sign onto the account with your current User ID - https://turbotax.intuit.com/personal-taxes/online/

If you used Turbo Tax last year you should start a brand new account for yourself and not transfer from last year.  Online is only good for 1 return.  But you can use the same email address for 5 accounts.   How to start another return in the Online version
