If your brother had over $4700 of income -- not counting any Social Security---then you cannot claim him as a dependent---unless there are some other details you have left out.  Is he a full-time student under the age of 24?

he is retirement age.  I don't know his income but I'm sure he earned more than 4700 in 2023.

Then no.  If he had over 4700 income (other than Social Security) you can not claim him.
