Issue with State return

I completed my taxes, as I have for years, using Turbo Tax. When I reached the end it will not let me finish submit my NC state taxes saying I have not received a D-400 p1,2. I have no idea what this is about. I do not owe any unpaid NC state taxes. How do I resolve this?
