IRS gave tax relief for Storm Imelda to Harris County. This relief applies to anyone living in Harris C or just people affected directly from the Storm (ex. flooding)

I read that the IRS is giving a tax relief for the Storm Imelda to Harris County, so it means that the extension that supposed ends on October 15 will be moved to January 31, 2020.
My question is if the tax relief applies to any individual or anyone who lives in the Harris county or just people affected directly from the Storm (ex. flooding).
