No ... you may be misunderstanding the notice... does it say "up to $40? " ... if you file now while the DISCOUNT is still enforced you will save money ... on 3/1 the price of the Deluxe goes from $40 to $60 and the state program goes from $40 to $45 ... file now and save $25.
