It means that another taxpayer has already claimed the EIC for that dependent.
Are you separated from the other parent?
Did the child physically live with you more then half of 2019?
No,I don't think that some one other claim EIC of my dependents.they are live with me whole year and I provide more then half support of all dependents.i receive rejection code of Rule Number: SEIC-F1040-536-03.which state that tax payer should be older of all dependents, but I support also my father and mother, they are not younger then me.please reply me.

The error refers to EIC, Earned Income Credit. Your parents as dependents are not eligible for EIC. Verify the dates of birth you entered for them if they are the only dependents you entered on your tax return. The date of birth must be in the format MM/DD/YYYY and use the full year not the last two digits of the year.
Only your child that is under the age of 19 (or under 24 if a full time student) that you can claim as a dependent can be used for the EIC.
Rule Number: SEIC-F1040-536-03
Rule Number Explanation:
Each child in Schedule EIC (Form 1040) must be younger than the tax payer, if filing status of the return is Single or Head of household or Qualifying widow(er). If for any child in Schedule EIC (Form 1040), Child Disabled has a choice of 'Yes' indicated, this rule does not apply for that child. Please review the Date/Year of Birth for each child prior to resubmitting the return. I receive this error in my tax return.please help me how I fix this error? Last year I also claim my father and mother as dependent.please tell me can I choose them as dependents because I support them,I only work in my house and I all my all familly.

If everything is correct on your tax return in regards to your dependents and the IRS continues to reject the e-filed tax return, then you will just have to print and mail the return.
See this TurboTax support FAQ for printing a tax return for mailing - https://ttlc.intuit.com/community/printing/help/how-do-i-print-and-mail-my-return-in-turbotax-online...
