A 2018 tax return can only be printed and mailed, it cannot be e-filed.

Print, sign, date and mail the tax return to the IRS.  Include with the mailed return any forms W-2 and 1099 which have taxes withheld.  Go to this IRS website for mailing addresses - https://www.irs.gov/filing/where-to-file-paper-tax-returns-with-or-without-a-payment

There are no penalties for filing a tax return after the due date if filing for a tax refund or there are no taxes owed.

If you filed a 2018 tax return and it was accepted by the IRS then you do NOT refile.  You amend the original tax return that was filed to make any type of correction.  An amended tax return, Form 1040X, can only be printed, signed, dated and mailed by you to the IRS.  You do not start the amend process until you have received the tax refund or the tax owed and paid have been processed from the original tax return.

You do NOT understand: I never filed the 2018 tax return NEVER

I found it in a brief case but it was never filed
