There is no longer a penalty for not having Health Insurance.
If you did receive a 1095-A for Health Insurance you had in 2019, click this link for info on How to Enter 1095-A.
If you didn't receive a 1095-A, you don't have to enter anything about Health Insurance in your return.
I am also stuck in a loop with the 1095-A.
I am a 1095-B filer.
Turbo Tax will not let me file a Federal return until I fill in the 1095-A. I cannot fill it in because I am 1095-B.

This loop is really frustrating.
Try this. It worked for me.
Open 2020 taxes.
On top, choose Federal Taxes under the blue banner for TurboTax.
Choose Deductions and credits.
Scroll down like you are reviewing each section.
Stop at Medical.
Choose Affordable Care Act (form 1095-A)
select update.
Inside that, you will find a line with a few words of what you entered for 1095-a.
On the right will be a Delete button that looks exactly like when you were filling out charitable contributions.
Delete and then choose Federal Review.
Hit all the continue buttons until you get the e-file at the end.
It should now let you file.
What a stinky bugger that thing was. I was fuming.
