Are you referring to Wisconsin Schedule I (that is, the letter, not the number)?
Please note that Schedule I has quite a number of entries other than itemized deductions.
The Wisconsin Schedule I (Adjustments to Convert 2018 Federal Adjusted Gross Income and Itemized Deductions to the Amounts Allowable for Wisconsin) is not yet ready in TurboTax. This is because TurboTax has to not only get the forms approved by the state but must also code and test the software that supports that form. As you can see, there must be a time lag between the time the state initially releases the form and when TurboTax can declare it "available" in its software.
You can follow Schedule I's progress by looking at the State Forms Availability page.
it is form/schedule (number) 1 that shows up??? I did not itemize deductions on the Federal form.

Please note that this is a capital 'i', not the number '1'.

Note that the state released the form relatively late (January 22). Since it takes time for TurboTax to create its electronic copy of the form, get it approved by the state, and then code and test the software that supports the form, it is normal that forms which are released late are not immediately available in TurboTax.
Please continue to check the State Forms Availability webpage - when the date for Schedule I changes to "available", then your return should be ready to file.
