I installed my turbotax 2022 with the CD but not efiled yet. I need to link this program to my intuit account so my sister can use it as she is in another state

No.   You misunderstood.  The license code is for using the CD/download that you can install on your own computer's hard drive.  That code does not give others access to an online account in which they can prepare tax returns.  If you want to prepare your sister's return on your computer for her, you can do that.  The CD/download allows you to prepare and e-file up to five federal and state returns; additional ones can be printed and mailed.

And.....if sister is in a different state with a state income tax, it is $45 for you to download a different state software program.

Maybe she should try this instead:

-Use this IRS site for other ways to file for free.  There are 8  free software versions available from the IRS Free File site
