I efiled my federal taxes. I can’t efile my state because it says I have a tax situation that requires I mail it in.

If the state will not allow you to e-file your return then you will have to file a paper return by mail.  At times the states have processing issues that do not allow some taxpayers to e-file their state tax returns.

I live in NY. Is it possible to efile it outside of TurboTax?

You can e-file the NYS return outside of TurboTax, but you will have to prepare it again. There is no way to transfer the TurboTax data file to a separate software provider.
