I Completed my Fed & State taxes & I owe FED, applied for extension & have called scheduled next week w/ CPA but question is will turbo tax file my State tax refund now?

The state tax return cannot be e-filed before the federal. So you will file it together with the federal return. Most states accept a federal extension for their own. So unless you owed the state, you are good. 

If you haven't paid the federal taxes, you need to do it asap. The extension is good only for filing, not paying. Here are some options on how to pay it.
