I completed filing my returns. My federal says pending but my state says started. Is that because it is still too early? When I click continue, there's no new options.

The IRS will start processing returns on Feb 12. Until then TurboTax will hold your pending e-filed return. Pending returns can not be changed.

Some states start earlier than Feb 12.

Yes, you are correct, it is too early to file most State Tax Returns.  Turbo Tax doesn't yet have all the information required from many states, and therefore some aren't ready for efile.  Please wait a week or so and try again.  In the meantime, here is a link with State form availabilities.
