I have a part time job that pays by the hour at a school. When the school is closed for breaks, I don't get paid so it is possible that I would have a pay period with little or no pay. My husband has a full time job. Right now, no Federal Taxes are being withheld because my income is too low when considered by itself. I want to have extra money withheld for my paychecks but if I enter a specific extra amount, there might be times when there is not enough pay to cover this extra amount. Is there a way to fill out section 4 so that a dynamic amount of extra withholding is done.

Easy ... first choose SINGLE / MFS as the filing status even if you are married and then fill in line 4C with any static per pay period amount you wish ... OR better yet have your husband withhold more at his job.
You fill out the W-4 as if you were working full time 52 weeks a year.
When you are not paid, no tax is withheld. It all works out in the end.
