We are required to submit to the IRS and state a copy of Form 1099-R which provides information on distributions from pensions, annuities, etc. If we e-file how do we transmit the form?

When you e-file all of the data you entered including the data from your 1099R is transmitted electronically. You do not mail anything in unless the IRS request it later. Remember that the issuer of that 1099R also sent the data to the IRS. What you enter on your tax return just has to match what was already reported to the IRS.
You just enter the 1099R into Turbo Tax.
The easiest way to get to the 1099-R entry screen is to simply search for 1099-R (upper- or lower-case, with or without the dash) in your TurboTax program and then click the "Jump to" link in the search results.
Enter a 1099R under
Federal Taxes on the left side
Wages & Income at the top
Then scroll way down to Retirement Plans and Social Security,
Then IRA, 401(k), Pension Plans (1099R) - click Start or Revisit
If you are filing a Joint return be sure to pick which person it is for.
If you actually need to give them a copy you have to mail it.
