I verified billing address, card number, cvv etc but still does not work...

The Billing Address for your US Credit Card needs to be a US address also. You can go to the Personal Info section and temporarily change your address to match the credit card, pay for your return, then go back and Edit your address before Efiling.

Obviously, the IRS is not going to mail you anything overseas, so you technically could use a US address on your return (someone who would forward you any IRS correspondence).
