If your only income was SSI you cannot get a tax refund.  Are you confusing a tax refund with the stimulus check?

Many people are confused by the terms Social Security and SSI---they are not the same.  Do you get Social Security benefits or do you get SSI?

For the stimulus check:

If you get Social Security  then each year you receive a SSA1099 from Social Security in late January/early February showing your Social Security and the amount you paid for Medicare.

If you receive SSI--you do not receive any sort of document to use on a tax return and do not file a tax return that reports the SSI.  Here is where to register for the stimulus check.

Folks on SSI can also use the non filer tool here on Turbotax/Intuit to register for their stimulus check. I found it to be MUCH better and simpler than the one on the IRS page. The one on the IRS page refuses to accept a zero income report, which is what most people receiving SSI will have.

If the only income you receive is SSI, you are not required to file.  ( No tax refund should be expected)

In order to receive the stimulus payment, which is separate from the tax refund, you do not need to do anything.  See link here: https://www.cnn.com/2020/04/01/politics/social-security-stimulus-payments/index.html

SSI is NOT the same as SS and SSDI (disability) and folks receiving SSI do not receive the 1099 tax form. SS and SSDI recipients do not have to do anything and will receive their stimulus check automatically, BUT SSI and VA beneficiaries DO have to register as a nonfiler in order to receive their stimulus checks (unless the IRS and SSA have come to an agreement in the past few hours which has not been reported yet) either on the IRS page or on Intuit/TT (which I highly recommend because it is MUCH simpler for folks with ONLY SSI and zero income).
