I paid in advance to file both federal and state, but there is an internal issue with the state software/document and I am waiting for TT to fix it. Will I be able to just file my federal and hold off on the state until this resolves? I do not want to be late filing either one. Thank You.

I read the article. However, it doesn't say anything about both doing a paper-file. We do not know how long it will be for TT to resolve the issue on their end. At this time neither of us can e-file state via TT, but we already paid for it. What are our options? Thank You.
If you decide not to wait to efile your return once the state is updated and mail your return, you will not need to pay the state e-file fee. You should contact TurboTax regarding this charge.
We will try and wait for TT to try to fix this issue for a little while longer. However, if we decide to file only federal via TT and it is accepted, will we be able to file Wisconsin via e-file on their website? We are not changing filing status- married filing jointly remains. The article (see below) said only one can e-file and the other has to be paper, but we are filing jointly. Please elaborate. Thank you.
"Married filers: If you e-filed your federal using the joint married status, but you want to e-file your state returns separately, only one of you will be able to e-file. The other must paper-file their state return."
As @DianeW777 mentioned earlier, you can file your joint state return in TurboTax after e-filing the Federal return. See these articles for details:

You could also use the state's website to file Wisconsin; however, you would need to use a PDF of your Federal return to get started and would need to take additional steps to complete it.
