Excise Taxes in WA on sale of rental.

We moved to OR in 2020 and sold our rental in WA 3-31-20; do we deduct "Excise Taxes of $5,206 as itemized deduction or does it reduce selling price?  If it's an itemized deduction, do I deduct it when it flows to OR return?
