No state ID was entered, blank for box 15. What should I do?

If there are Colorado state income taxes withheld in box 17 and your employer did not enter their state ID number you will have to contact the employer to get the number or get a corrected W-2.

If there are no Colorado state income taxes withheld in box 17 then leave boxes 15, 16 and 17 blank (empty)

I can not file due to Box15 not being filled out but it states clearly if blank leave blank. How do I bypass needing something in this box?
